No, you equip it to one of your mosnters, and during the battle, the monster's effect is negated.





For example:





You have Maha Vailo and your opponent has a face-down monster. You may equip your Rainbnow Veil to Maha Vailo (He gains the attack boost,) and then attacks the face-down monster. It is Man-Eater Bug. However, due to Rainbow Veil, the monster's effect is negated (I think it only means ';battlephase'; so duelists don't get confused about anything. Like, if you attack a monster whose effect can be used at anytime, they don't want to negate it forever by just one attack and so it'll only work during the battlephase.





It's a great card for the ';D.D.'; monsters, and Man-Eater Bug, Old Vindictive Magician, etc. And for Dark Flare Knight.

This cards effect is that when the monster equipped with this card battles an opponents monster its effect is negated during the battle fase. This means that say you had your dark armed dragon equipped with this card and it battles another monster say yubel than yubels effect would be negated while on the field, even it dark armed dragon is destroyed but only is applied during the battle phase. This can work two ways as well. For instance if you have rainbow veil but equip it to your opponents monster the rainbow veil stays in you spell and trap card zone but the effect is applied and works for your opponents monster. So, yes,rainbow veil can be equipped to your or your opponents monster but to equip it to your opponents monster is highly inadvisable because it takes up one of your spell and trap card spaces and gives your opponents monster an amazing effect.

No, it does not Equip to your opponents monster. It says when the Equipped monster attacks an opponents monster, that opponent's monster effect is negated during Battle Phase only.
