Let the outlets dry out, for a week...Take the cover plates off, so that they will.
Now, when they do dry out, (make sure the circuit breaker is off), then replace the receptacles.
Afterwards, put the breaker back on and see if it will work...(since the receptacles are only 40 cents a piece, it will be cheap to find out if its them...chances are, it probably is, but make SURE that power is OFF! Before any attempt is made, even before you take the cover plate off!)...
And if you find that its only the circuit breaker that was tripped, I would ';still'; want to replace the receptacles, as they have been water damaged.

These are all good advise answers above but GFI's are required in basements anymore. Do you have them in your house? If so then reset all of through-out the house, inside, outside, and even in an attached garage. The reason is because any outlet wired after the GFI is controlled by it. It probably just tripped the breaker for that circuit! If everything is dry just go inspect your fuse box and see if one of the breakers is off! If so turn it back on! I'll bet that will fix the problem!
It might not be serious, but I'd atleast make a call to an electrician and ask......sometimes housefires and stuff result from electrical problems...so sorry to hear about your flooding, that is awful!
If you have an understanding of these things , then you could replace the outlets and reset the breaker yourself. If you do not, then you need to pay for a pro. You have to decide which is best. Electricity can kill you. Remember, when all else fails, call someone who really does know what they are doing.
