I have a 2002 Durango and the heat only works on high, would this be the control, or the blower?

Blower speed resistor...





Look near your blower motor... You will see a plug that goes into (usually three prongs) the box the motor mounts in. Unplug it, and you'll see the 3 flat spades (prongs) There will be 2 screws on each side holding it in... unscrew and replace... very easy... very cheap.





High speed is run on a separate circuit (full power) the other speeds are all controlled by the resistor.

There is a three way coil assembly in the heater box under the dash. It acts as a resistor to control the voltage getting to the blower motor. Sounds like it needs to be replaced.
The problem is your blower resistor, and the reason the blower resistor is out is because the blower motor is drawing too many amps therefore your blower motor will need replaced before long.
Blower motor is fine. Problem is in controls, most likely resistors.
YOUR PROBLEM IS THE BLOWER MOTOR RESISTOR LOCATED IN THE HEATER HOUSING
